Uncomfort Zone

This pic is from an apartment in Portland. It’s some sort of climate control.
I love that the only options are “LO” & “HI” without any indication of what it’s parameters of low or high comfort are (ie- hot or cool).
Why even create a potentiometer for this sort of thing? I mean, who wouldn’t want their comfort level to be high at all times? Perhaps the building planners were trying to accommodate their sadist tenants.
